Most (about 75 percent this year) of the shooters in heavy, unrestricted rifle and unrestricted pistol classes mash their bullets into a die (often cut with same reamer as the rifle throat) to improve the bullet’s uniformity and fit with the rifle’s throat. This is not allowed in hunting rifle class, seldom used in production class and not needed in plain base bullet class where the bullet is seated into the throat before firing.

 

Swaging bullets for use in Hunting Rifle class is allowed.  What is not allowed is reaming the throat for a better fit of those swaged bullets -- or reaming or otherwise modifying for any reason.  Sorry for the sloppy writing.
